Question about fitting Revington TR4 works rally light bar

I have finally carved out a large chunk of time to devote to working on my TR4. Part of today's garage time was removing the front bumper to prepare to install the works rally lamp bar I purchased from Revington a couple of years ago. I'm sure this is an obvious thing but I just wanted to double check on the installation and have a couple of questions for anyone who has done the install of this bar.

The factory bumper irons and front of the chassis brackets have a single bolt for attaching the bumper to the car, while the backside of the rally light bar has two smaller mounting studs on each pad welded on. My assumption is that corresponding holes need to be drilled into the front valance to accommodate, as the photos I've seen with them installed show the barends flush with the valance, and aren't showing an intermediate bracket that has a single hole to mount to the chassis bracket, with a hole on either side for the lamp bar.

Should I be making my own reinforcement plate for the light bar, and then welding it to the front of the bracket, or is there another recommended method for installation? I searched their website and didn't see any instruction sheets, and I also searched online to see if someone else has chronicled the installation and I was unable to find anything.
