Is it safe to assume that the Pertronix ignitor either works or it doesn't? In other words, it will not operate intermittently or produce a weak spark.

Nope, not safe at all. Lots of folks have reported strange problems like intermittent or weak spark.

It also doesn't like a weak battery; mine would not fire while the engine was being cranked.
