The fan mounting kit that is available includes a part that appears
to have something to do with "balancing" the fan. See attached. The shop manuals say
the fan is factory balanced and be sure to put it back the way you found it.
When I took the fan off, that part was missing (along with the flat washers shown)..
Should I be concerned? If so, how do I go about assembling it correctly?

Fans were balanced at the factory and they were then drilled with a small hole through the fan and through the hub. You will find those holes on both pieces so that you can easily line them up.
That said the fan may need to be re-balanced and you can easily re-balance it by building a jig or using a bubble balance for a lawn mower blade
